what is PVE?

You die and wait for a respawn (in Battlegrounds) or 1 death and it's over (Arena) otherwise you have to run to your corpse as a ghost, if you die like 3-4 times in a row you have a respawn timer.
Player vs Environment I believe, it's like vs computer controlled enemies. (like all the big bosses)

Jeez theres loads of little rules to this. So do you have to do quests to level up? What sort of quests do you have to do typically?

Quests yeah, kill stuff, get items from things, take stuff to people etc etc
Admittedly the questing is quite boring after a while, but you have lots to do when you are the max level.
You can also do the lower level instances while leveling too which can be fun, apart from the online retards you will encounter.
There is NOT lots to do at high level unless you do instances
if you dont raid. there is nothing at all to do

Yes there is and in Wrath of the Lich King it will be even easier to get a raid group going as you will have 10 and 25 man variations of all the raid instances.
Gear and Skill come into it, obviously if you have absolutely dreadful gear against someone decked out in epics you'll be at a considerable disadvantage.
Raiding is large organised groups, where a normal group in WoW is 5 people, raids can be upto 40 people. Vanilla WoW had 40man raid content, TBC reduced it to 25, a mistake in my opinion as it led to smaller guilds which made grouping in guild harder due to there being less people in them. WotLK will reduce it to 10 effectively though you will be able to do raid content with 25 people for better drops. It will be interesting to see what this does to the raiding guilds, whether they keep at 25 or go 10. Certainly there appears to be a lot of guilds just focussing on the 10 man raid version.
You gain levels from earning experience by completing quests and killing stuff of a similar level.
Low level instances are group zones for upto 5 people to complete over an hour or two (or even more in the case of some of the bigger instances) where they can do dungeon quests and kill harder NPCs for better loot.
As you level you earn some small increases in stats like strength and intelligence, but most of your stats come from your equipment in WoW. As you level you also get better spells/abilities, all of which make it easier to kill opponents. Within similar levels though skill plays a big part.
