Actually that's pretty much the way it is now. The only difference is that people insist on calling the "states" countries.

You need to make it Official then by calling them States or Territories

That way when you play sport you can combine the best Scotts, Welsh, Northern Irish and English Players in just the 1 team.

On an even more serious note, there are much more important issues that need to nbe addressed in this countries of ours than a flag.

Why bother changing for some growth on the side of the island? They should change their flag to match it, like a white cross on a blue background, in the style of the English flag.

i think it would look better aswell, that dragon doesn't fit with anything but the golden cross does.

Wales is included in the Union Flag, it just so happens that it is under St. George as they were technically annexed to England at the time of union.

The flag is fine as it is.

A country needs a head of state, hence England is not technically a country either, what's your point?
