I'm not sure on the cables you ask about, but I did notice on the first picture that you look like you have a 6pin cable connected to the motherboard. That socket should have either a 4pin or 8pin cable connected - the 6pin cables are for GPUs.
 
Where do I connect the H.D.D LED, Power LED, Power SW, Power LED (2), Reset SW, and AC97 on this mobo.

It's just not booting at all, which cable are you referring to, the black one coming from the PSU?

The LED, SW etc wires come from the case not PSU

Refer to the motherboard manual for further advice should tell you exactly where everything goes
 
Bottom pic, top right hand corner, you have most of your case cables already connected. The power led, should also be connected on the same header.
What mobo is this?
 
It's clearly marked 'system panel header' in your manual. Pled=power led.

As already pointed out you have the wrong cable in the cpu power socket (8 pin nearest the psu). That needs to be the correct 4pin or 8pin cable. If you try to boot it as it is now you're going to fry something!
 
The 4 pin power lead is top, centre of the last picture - just above and to the right of the black connector that has come from the PSU. It NEEDS to go where the 6 pin one is (previously mentioned by Philip Perfect).
