I'm re-posting a post i did for a similar request - i'm editing it as i type to make it more relevent to your request so refresh if it doesn't make sense.
The Silver Arrow's price to cooling ratio is second to none - but would/may need to be orientated as shown below - although if you're using the second slot, and depending on MB layout, you may get away with the orthodoxed fitting (but unlikey).
I run my Silver Arrow fans at 25% (50% in summer) and even under load they very rarely kick in to 100% as they're only set to run at 100% when my temps reach 60 degrees which only happens during a prime run; small ffts (just). It's basically silent - idle and under load...

There's also the Noctua coolers (Noctua NH-U12P SE2 and the D14 ) which may accomodate the Vengeance if you move the front fan up the face of the heatsink and has similar cooling capabilties as the Silver Arrow but at a premium price (D14). You could re-orientate this too, like the Silver Arrow, if required.
The Prolimatech Genesis Mega Performing CPU Cooler is a great cooler and can accomodate high profile memory easily but you have to buy the fans separately so it works out expensive compared to the above two (way over your budget with fans by ~£20 - £30) - but you may like to have a closer look.
It's similar in performance to the SA but the fans are an expensive extra which is where it falls down slightly in reviews as it becomes expensive in comparison. But the bonus for you is that it can tolerate high profile memory.
All 3 are great coolers but the SA and the Noctua NH-U12P SE2 are within your budget and may require some jiggery pokery to accomodate your memory height.
Additional: The Silver Arrows are still not in stock - you will need to check with Customer Services for an ETA as they've been unavailable (nationwaide) for some time now.
