Click on game options > graphic options and disable "sync every frame"
You could also type the following into the console to find out what your framerate is capped at, then change it to whatever number you wish.
com_maxfps
To enable the console go into the options menu > game options > and click enable console.
And yes it's normal to hit 0fps on the cpu test, mine goes from 0-1, sometimes it'll hit 2 on the second cpu test.

My new 3dmark score is 10261 from 8081I guess that is more like it? or should I be getting more still with a 8800gtx?
Even for Vista thats still low tbh. My overclocked 320MB GTS still gets over 11k in Vista, almost 12k in XP.
Check driver options to make sure AF or AA isnt forced on, also make sure that Transparrency AA isnt on or anything.
Okay...erm, have tou ended all background processes that you dont need running?
I cant think of what else it could be... try going into your bios and set the PCI-E frequency to 101 (im guessing if it was a frequency roblem the score would be a ton lower...but it cant hurt to try.)
Also, perhaps look at the clocks, make sure theyre right. I cant think of why else youd be getting a score lower than mine with a better graphics card

Yeah try setting it to 100 or 101.
By clocks i mean core and memory frequency..i doubt thats the roblem but its worth a look. You can find them in the nvcontrol panel i think...or use something like atitool, or rivatuner to find them.
I cant think of any other reason why your score would be low...unless you were running 3dmark at a higher res..which unless you paid for it you wont be
