And let's stop calling them effects, cause they aren't. They are mods. No they do not improve or enhance the game. That's what I think.
They change it in the way original developer didn't want to happen, or they would have stuck it on for all cards, not just Nvidia, as Nvidia doesn't have any advantage over AMD computation wise.
These effects look ludicrous, unrealistic.

I am genuinely advising the OP that he won't miss anything by going either Nvidia or AMD, except for the not worthy of mentioning gimmick, always brought up by some people with compulsive disorder that prompts them doing so in every thread.
Speaking about card choice it's not worth buying a card at the moment, because pricing is a bit crazy and current cards are old generation. While new generation will be out in a number of months' time.
Half a year ago one could get a 380 for £120 that was a great price.
Price/Performance wise 280X is the best card, but may be too hot for some, or for OP's PSU.
Hard to advice anything now, because 380/960 are too underpowered and 970 is too expensive for it's capabilities. 390 is a good all rounder, that if you would accept to own another 28nm card after 4.5 years in production
My advice 380 (lowest priced) or 390 or 970 (priced lower than now, or lowest priced) or wait new generation to come soon.
Gregster - why pay that much for 16GB DDR4 RAM?
I've just bought 16GB DDR3 and it was much cheaper.
I appreciate that getting the best may be better, but is it worth the cash?
