Multi is locked on the Q6600 so just up the FSB keeping an eye on the memory ratio and increasing the voltage when it loses stability. There must be thousands of guides on the internet for Q6600 overclocking so it's worth doing a bit of googling before hand.

Beyond that you haven't given even close to enough information for us to do anything with, and you'll know what we need to know once you've read a basic guide. You probably need to increase the v core, but if you overclock without research or knowledge its all going to go terribly wrong

Latest batches of q6600's seemed to be topping out at the 3.4/5ghz mark on highish voltage, i got extremely lucky with the one i had, 3.8ghz on air at 1.52 vcore, voltage should be fine to about 1.5v, but temps are the main thing to watch with theese chips as they run pretty hot, good cooling is essential.
You state this but fail to say what you've tried. Or to ask anything specific, say if we think your nb voltage is too high.
If it wont run above 2.7ghz (stability tested at least?), it is more likely to be user error/ignorance than the components giving up

Google is the right direction for a complete novice, complete with the words 'q6600' and 'overclock'. Failing that, the faq at the top of this section is a very good thing to read through.
Otherwise it's not really possible to walk you through it. Or at least, it'll take far more effort than I'm willing to put in for someone who wont research anything himself.
Basic algorithm
Settings to minimum voltages, ram to stock, cpu to vid, increase fsb until fails stabilty test, increase vcore & retest until stable, increase fsb... stop when voltage goes over 1.5V or temperatures over 70.
Anything beyond that would be far easier to explain to someone who's actually read something about the process. That the majority of it is informed trial and error means posting a complete list of bios settings, stating when you were last stable and what you've tried to get it stable so far, will allow us to advise what to try next. However that process isn't going to work very efficiently if you wont find a guide on google first.
But hey, perhaps someone on here will be friendlier and more inclined to help those who wont help themselves. I'd be thrilled to help, but only if you're willing to put effort in as well.

pc6400 probably wants 1.8V stock, but it might be 1.9V. it'll be written on it.

Stress testing with intelburntest or prime 95 is a very good idea to see if the system is still stable, if it's not you'll probably need to increase vcore. What temperatures is it hitting?
