Well thats an arial on the top (I assume), so its some kind of communication device. What is the black round thing on the front? It looks custom made, so you should probably open it up and see what is inside.

Its clearly not a 'hidden camera' because its absolutely massive and plugs into the mains

could be a panic button. Admittedly the plug is weird.

It actually looks like one of those devices that are neatly slotted into films that have none of the necessary gubbins to actually detonate just a massive 'push this button' button in the middle!

That looks like quite a powerful antenni, especially for comms equipment, maybe something to do with wifi as thats what the antenni look like its from?

. The front may be a camera or a sounder by the looks of it. Since you say it beeps, its probably a sounder; does the beeping come from the bit on the front yeah? There probably is some reasonable explaination, mabye you should contact the landlord first.
