well iof it was dangerous why would it be in a student house, its been there for years apparently and if it was supect why would it need a plug,

plus it also has Q.C passed stickers on it

The case looks like one of those ready made project enclosures from a electronics/hobby shop place/whatever which is probably a competitor.

It looks like a basic tranciever for an old radio network link. A site I worked on some years back had something similar on the factory side of the link. Looks a bit home made though so could be anything really.
