Our building has a double door swipe card/key system.Does you flat have timelocks which prevent the postie getting in after a certain time? Sometimes if the postie turns up and cant get in the mail will just go back and they will try again until they can get in.
I do, it came about 12:30, thing is its never the same postman, we had use to always have the same postman for a couple of years then a new one would start, you could say hello to them and have a chat now you don't know who's going to deliver your post or at what time.
About 11am-12pm. It used to be about 9am until around a year ago when I believe they restricted posties coming in early or something.

8:30-9:30am without fail.
However, if my post person keeps putting dog biscuits through the letter box rewarding my dogs for barking and subsequently destroying my letter box flap when I spent ages getting them not to bark I will resort to cutting his/her damn fingers off resulting in the post being a little later for a while!
