Sounds like the typical problem the 290/390 series had - Blackscreens for a multitude of reasons.
A Insufficient PSU is always the first thing that gets questioned. What is the make/model, wattage and amperage on the 12v rail of your PSU?
Drivers, specifically windows 10 installing wrong/old ones, and the installation causing issues. Try run Display driver uninstalled and reinstall latest drivers, find the option in windows 10 that lets it download 3rd party drivers and install them (sorry forgot what it's called, so you will have to google).
Honestly sounds like an RMA would be worth while, assuming your PSU isn't to blame and drivers are ok.
