In time things would adjust and we'd get stability once more, but in the short to medium term it would be absolute chaos.
I don't really see WWIII tho - our best hope is resurrecting and solidifying the old empire and Russia would be too busy in the interim aquiring former US assets around the world to want to go to war on a large scale. I suspect in the short term there would be an arms race with Africa coming off badly as its pillaged of resources by the remaining major powers to fuel this.
There's a great series of books by John Birmingham (an Aussie) called "Without Warning" in which, just before the 2003 invasion of Iraq, 99% of America, some of Canada and Mexico is covered by a mysterious dome which vaporises all life within it with only Seattle surviving.
I think thats got probably the best idea about what would happen afterwards and it's not a pretty sight!

Not that surreal or hypothetical really!
An Eruption at Yellowstone could well eliminate the USA as a political and economic entity (And do a lot of damage worldwide)
And it could, more or less, happen any time!
