Just leave him a note, mention that driving around in tyres like that can get you 3 points a corner. If you see him again like this in the next couple of days then report him/her. Some people know sod all about maintenance so they probably haven't noticed.
 
Absolutely report it. That's a hell of a long way past the 'meant to change them but it slipped my mind for a couple of weeks' stage.

I think what you've done (left a note too) is a very fair way to approach it.

While the owner should be thinking you for the heads up though, why do I suspect they're cussing you for the perceived threat instead?

There's a difference between knowing sod all about maintenance and letting the tyres go marginally below the legal limit, and driving around for an extended period on a tyre which hardly exists...

When you're driving around a 1.5 ton metal box at high speed, not knowing about maintenance isn't an excuse; there's a reason you have to pass a test before you're allowed to do it.
 
Personally I would report it. Its not likes it borderline and so could be accidental. It might be a bit of a leap, but with tyres that far down its probably not got an MOT, Tax or Insurance either, unless of course they just have a really friendly MOT place.
 
God, absolutely abysmal.

This turned up in my old work car park last week (sent to me by a guy still there). Absolutely shocking.

Should be fined immediately and given a temporary suspension from driving.
 
Based on the reactions here, and a bit of thinking, I have reported the car to the police. They are aware, and seemed keen to know when I thought they would be leaving the office.
 
I would have been tempted to take a penknife and stab them to be honest. Reporting it is obviously better though. Well done.
 
You don't get taught anything about car maintenance when learning to drive though, you get two (I think) show me tell me questions on the test and that's that and they're usually barely taught.

You get taught the minimum tread depths (I did anyway) and questions about it can come up on the theory test I think?

Still, I do admit it's not as good as hands on learning.

I've not seen any questions like that on the theory practices :p I look forward to the days when it's all automated less idiots.

lol jokes :p well done, that is without a doubt worth a report!!!!! thing would probably burst going over some slightly pointy gravel, or just an aggressive enough pot hole!!! I know some may not have a clue about maintenance but surely you'd see string coming out from the tyre and think "hummmm..... I'm sure that's not normally there....."
