Making a scene is an option. The guy's far from a full shilling though. It probably wouldn't achieve much.

No need for a scene. At least not from you. A polite quite word in the woman’s ear and also with a staff member.
What would it achieve? If nothing else it would make the staff aware that the local nutty guy had a penchant for a bit of upskirting. Let them and the woman make a scene if they wanted.

Good answer, and close to what I did.

What did you do?

I walked quietly to the counter and asked for a quiet word. Once out of the way I then asked to speak to whoever was in charge and told them exactly what I had seen. It was a tricky decision whether to tell the woman but I decided not to because I thought it would cause her more harm than good.

I walked past the old guy on my way and he knew full well that I'd seen him and started gesturing in a panic as I got nearer. I just ignored him.

The supervisor was mortified when I told him. He looked totally out of his depth. The old guy was still at his table when I left.

I guess it depends how much you want to get involved

If you woman didnt notice then saying nothing is an option.

Though I'd probably have a word with the staff. They might know him as a regular in there.

If he's got mental problems then he might not realise how bad it is to do that kind of thing.

That was exactly my line of thinking. At least now they know what he's capable of. If it goes on unnoticed, who knows what he'll try next time?

Is someone seeing another human's thighs for 2 seconds more painful than having some sort of mental impediment your entire life? That is the question.

If you put things into perspective, isn't clothing just a modern social thing and is in fact the cause of perverts? If everybody was still naked there'd be no such thing as people wanting to look up people's skirts because there would be no skirts.
