I would report it, the number of horror stories about innocent motorists getting screwed over alone would make me want to be a witness. You never know just how stupid the insurance company will be in handling the matter, better to give the innocent party a fighting chance with your help.
 
This recently happen to a friend of mine.

She was stopped behind a guy who was acting strange and then he just starts reversing he was apparently looking for a house to deliver a parcel and this was from some old banged up fiat car. He gets out of the car after crashing into her and then is all nice and everything and really sorry and they swap insurance details.

She rings her insurance and tells them everything after discussing the situation with her this is what I told her to do. The lady of the phone tells her they will contact his insureance company. He goes on to given a completely fictious story about how he was reversing around a corner and she came out of nowhere so it was 50/50. So, she now has a claim on her insurance and an increased premium through no fault of her own, so yeah if you are a witness I would come forward and give your side of the story. In the case above had there been a witness the police said that the guy could have potentially been also charged with fraud since he gave a false account of an accident to prevent him from losing out finacially.
 
Report it.

I'm currently going though an insurance claim where I had two witnesses but neither have, after 5 months, returned their witness forms to the insurance companies. As a result I'm going to about £700 down.

I saw an accident the other day and I was the only person who stopped and offered myself as a witness even though loads of folks walked and drove past as it happened. People's selfishness knows no bounds these days and although that shouldn't surprise me, it does.
 
Id have either:

a) if there was time jumped out of my car to get 'run over' to get a nice claim on it

or

b) drive my car into the action looking to get a nice claim on it with a whippy

White car moved, the cars around him (next to him and behind him) didn't. Leading me to believe his light was red.

Silver car followed two cars through his light leading me to believe his was green.

Silver car drives into back of white car (just about) leading me to believe he'll get the share of the blame.

Id have either:

The diagram helps loads. If you're feeling charitable then your witness report might help the person in the grey car loads. Voted yes but at the end of the day this is just a forum poll and and the final call comes down to you.
 
Similar situation, i did call to report, was informed no one was injured, drivers had reported and logged the incident, and details were exchanged.
I was not asked for any further information.
 
I'd report it and let whatever happens happen.
Do the right thing and your conscience is clear.

To be acurate though if I could see the action through my windscreen, chances are I'd have recorded it all on the dash cam. WIN
 
I had reported it before I ever posted the thread, hence the past tense in the title.

If they take a statement and it means someone that wasn't at fault doesn't get blamed I'll sleep easy.
