Famous Grouse imo, one of the better blended whiskeys. Bells/Teachers very harsh.

If those are your only choices then Whyte & Mackay but for preference neither when compared to a decent single malt. I'm hardly an expert though.

Double quoted for truth, a couple of quid extra will get you into Jamesons & Famous Grouse terratory, worth the extra as cheap drinking material but you'll need to spend a fair bit more to decide whether or not you like whisky.
