No.

When you select 'open', surely it downloads somewhere or it wouldn't take up space on the HDD.
 
if you just click open instead of save. It will store it in temp internet files and then delete it as soon as its run. So it doesn't really take up room since its deleted.

If not, I think it either goes into Temporary Internet Files, or into the Temp folder stored somewhere in the Documents and Settings tree.
