So the SMR issue is with ZFS, rather than other filesystems like ext4 or btrfs (which is sort of zfs like)?

It's a general issue. For example, people are failing to rebuild ext4/btrfs RAID (pre-filled with files, not empty) inside Synology boxes with SMR from WD.
