Older amps generally receive multi-channel digital audio signals via SPDIF cables i.e. toslink and digital coaxial. This allows Dolby Digital & DTS to be transmitted and then converted by the AMP to an analogue signal which is then used to drive the speakers.
SPDIF does not have the bandwidth to allow HD audio and so it can only be sent over HDMI. Obvioulsy non-HDMI amps cannot recieve digital HD-audio and obviously would not be able to process it anyway.
By having the Blu-ray player decode the audio it can be sent to the amp over analogue connections (removing bandwidth and codec constranints) and can then be used by the amp to power the speakers.
