That version of shaders patch will give you external rain, however it is a little dated compared to the latest version which adds a lot more in terms of wet visuals, adjustability and physics.
I'm not saying you should subscribe, but the patreon versions of CSP and Pure (for awesome hi res clouds and epic sunsets etc) are only £1 a month each.

I'm loving Assetto Corsa - now that I've got it modded up and pimped out with loads of additional tracks and cars, Project Cars 2 hasn't been getting a look in (although I'm sure I'll go back to it at some point).
