Which Core 2 Duo ?

I wanna hit about 3.2GHz. With an E6400 I could do this with 8 x 400, and with an E6600 I could get away with 9 x 355.

My question is, will both chips require the same voltage to hit this speed, or does one need less juice? I realise I may have to play with the chipset/mobo voltages to hit an FSB of 400, but I don't wanna put more than 1.5V through the CPU...
