I was thinking of direct wifi/miracast type connection but prehaps not what your looking for.
It does not connect too the external internet with this method there could be a work around using this method is all i am saying like chromecast, where ever you bring in the internet it would be internal within the device since i have done research into this it can use your 3g or 4g internet or wifi which ever comes first with the connection i.e. the connection you want to use is the thing you need to get this sorted i think.
Like transferring this file to the other device without a router for instance wirelessly or avoiding the companys internet which is what you want.
Like a bridge then onto some device that shares the signal which is what you want externally.
Should be possible in the world of computers.

Okay connected to wifi you could hotspot or share it via direct wireless it acts like a ethernet cable or hdmi cable whatever internally i think it would use the wifi which the phone uses or 3g or 4g if your phone is connected to that.
I have yet to experiance direct wifi using internal internet access could give it a go.

With brains you will get a 100% work around using direct wireless but as for me i can see it will be suited to your needs here but i do not know fully a workaround i see it being like a shared router method prehaps with the phone?
With smartphones it can be tricky (as op says hotspot connection but i recommend direct wifi it is the best i can think off for a shared connection) to get what you want but 100 per cent possible if anyone makes a app tailored too your need here.
Maybe a create a hotspot which turns your phone into a modem or ad hoc or whatever i dunno as i have not researched wifi methods, you could use wifi methods to get what you want like creating a hotspot but the internet comes from wifi it self instead of internal phones internet like 3 or 4 g.
I just did a quick search, micro usb to wireless adaptor prehaps, i know the micro usb port(where you recharge the phone) on your phone can have many uses.

If you ever need to tether i would recommend three all you can eat data plan give you 30gb of tethering and costs 27 quid a month on a 1 month contract which you can find here

As for tethering 30gb from three gives better value and the biggest hotspot allowance for the price i think 30gb of data will be doable might not be enough but o well as long as you don't stream videos then is fine.
I stream a lot and thus i have used 68gbs of data and yea am on three mobile network.

so yea whatever wifi network your phone is connected to means via bluetooth tethering it shares the current wifi network your phone is connected too.
Yeah his workplaces internet will be filtered still well i did my best hacking away with the alternatives you see here, 30gb hotspot tethering with 4g mobile data yeah, unless i am mistaken he wants to share wifi right well bluetooth is one option, knowing what i read it can share the current wifi signal the phone is connected too.
This needs to be as specific as possible but i'll leave this for food for thought.
Think i'll try the bluetooth method my self sometime.
