It depends what you mean by too hot and too cold. I can cope with 40+C fine but anything around freezing or below and I really struggle. As for temperature when exercising I would much rather be cycling in the Alps in the sweltering summer heat than in the Peak District in the miserable British winter.
 
In the office or in a lecture etc... defaintely prefer it to be cold, mainly because if you are too cold you can do something about it (more clothes etc).

This is a problem I have in my student house.

The other guys like it roasting and then don't understand why I think it's odd that they walk around in a t-shirt. It's make more sense to turn off the heating and put on a fleece or jumper or something.

Most of the time when I am in my room I have two of my windows wide open even at this time of year to let the heat escape, such a waste.
 
My office has air conditioning, but the vents aren't great at distributing the air. In the summer, it's definately easier to work under a vent than away from one. I'd much rather be able to add layers than be down to a shirt and still melting.
