close deluge, delete anything in %APPDATA%\deluge\ssl\ and then restart, possibly you had an older version installed at some point

Regarding the original question over what drive, I don't think it matters for torrents as any drive will be faster then your internet speed.

go with the 7200rpm drive from your selections.
i used to get disk issues on 350mbit internet which hits download speeds around 40megabytes per second and with a large 500 gig torrent that has multiple files in it the random speed of the drive matters more than i ever thought it would. i now use a 600gb 15krpm drive for the torrents and its considerably better.

Is the issue not more to do with what happens with the torrents thereafter?

As in if he is sharing them with several devices at the same time then he may want to get the fastest possible.
