Because that is what they do. Intel TAT reads it directly off the chip, most motherboards infer the CPU temp from a sensor in the socket.

TAT is reading the core temp, where as the motherboard is reading the temp from the socket (this may be wrong!)

Edit: seems it wasn't and I was 30 seconds to slow :)
 
Thanks very much when i run intel tat with workload 100% on both cores max temp is 59c does this sound ok what are the max safe temps a for a e6600.
 
The processor's thermal protection will kick in before it damages the CPU, can't remember off hand for the E6600, but it'll be something like 85C that it starts to throttle.
