Who will fix this? Phone line through window frame, window is getting replaced..

I dont think hes talking of messing with it from the perspective of lowering the cable is he, just drilling through the wall to avoid the frame.
From my experience overheads join around eaves height and then are clipped down the wall so its not going anywhere, so yeah if you hes moving it at that level then he needs to make sure he doesnt lower it since the risk is a H&S one
I would agree if hes messing with the cable reaching joining hsi property but again I am pretty sure that not what hes talking about

I was just pointing out one of the potential issues people might not realise and why it is better to have someone do it who knows what they are doing.
 
Actually whilst out getting the ball n chain a couple of bottles of wine it struck me that it may be worth the OP contacting his provider and asking them if they can arrange a free visit due to the install location and age
Thats going to be far more tricky to fix leaving it "in place" than removing from the GPO lozenge and pulling through. I mean someone is going to have to try to cut the frame around the wire without nicking it, never an easy feat
 
i might be wrong but i think BT see it as their property / equipment and your not really allowed to mess with it although it looks like a cowboy set it up through the window in the first place. I would contact them and try to get them out to sort something out for you. Either that or DIY after watching youtube videos lol

You are not wrong, everything up to and including the NTE is owned by OpenReach. Phone/broadband contracts generally contain clauses where you agree you will not interfere with or modify it. So DIY or getting in an "ex-BT" engineer to work on the NTE or the drop wire would be a breach of contract by the customer. But not one that most communication providers will necessarily enforce, unless it's obvious the customer has messed around with it.
 
Best solution would be to cancel your upvc windows and get the wooden ones fixed! Failing that just move the master socket yourself people do it all the time it isn’t rocket science!
