Whos at fault here?

Like most accidents, both parties could assume some blame. I would say the car gets 6/10 blame and the bike 4/10.

The car gets 6/10 because they look as though they are in the wrong lane(?) and try a sudden, last second manoeuvre without checking mirrors or being aware of what is happening around them.

The motorbike gets 4/10 - he was following too closely and going too fast because he was too busy trying to dash through the traffic lights whilst they were on amber or even red
 
I'd blame the one that sped off into the horizon away from the scene of an accident they were involved in.

Picture above is from the direction of the car & bike. Third lane to go right, where he tried to go, where the silver passat(?) and volvo suv were queuing.

Personally I'd have gone after the car the moment he didn't stop just to get the plate.

I think I can see the car indicating left, either way they will be in a lot more trouble for leaving the scene of an accident.

Car totally in the wrong lane and decided to go right into the A46 lane, right into the motorcyclist that they might not have seen. Looks like he was in the left most A428 lane and tried to come across 2 lanes ! Failing to stop it seems as well !
 
Anyone who thinks the biker is at fault is pretty insane imho. Yes, should have been more aware of the possibilities, but someone was just as likely to go through the red and hit him side on as that. Too many useless cars drivers out there these days.

It looks to me like the bike was in the right lane and the car in the left, and the car decided to cut across to turn right at the last minute, don't see how that's the bikes fault for "following too close"
 
Biker at fault for following too closely? What exactly is he supposed to so in traffic, try and hang so far back from each car that there is no possible chance of being hit by them?
 
Car without a doubt, although the biker could've easily avoided it by not riding like an idiot. I hope you present this to the police however, that driver should've pulled over.
 
Also, why does your camera only focus 22 seconds in? Personally if I was that biker I'd have chased that car down and got their details. Running away like that is not on.
