Why doesn't a third party release these controller?

The first thing I thought when I used a PS3 pad was how light it was, it just doesn't feel right. I wouldn't say they are flimsy, but definately too light.

They weigh a bit more than the PS1 pad as they don't contain the motors that create the rumble like the dual shock. I think it only feels very light as your expecting it to weigh the same as a dual shock, or at least thats how it was for me.
 
much prefer the 360 pad myself the thumb sticks are perfect, the weight is just right and the triggers are great to use, i find the pd3 pads thumb sticks to close and give me thumb ache, other than that its ok though,

If you mean the 4 separated buttons, iirc that design is copyrighted to Sony, so I don't think there will be any 360 pads with that format of d-pad
