emergency works for gas/water and electricity are permitted

so leaking water main or gas main or a power cut would allow them to work to make safe or restore service

Not so long back i heard what sounded like a Petrol Lawnmower at 2:30 ish near to work..it lasted for a good 30 mins..the place is surrounded by houses/flats too.
