Vsync isn't set to be on for GTA V in the Nvidia control panel, is it?
Good idea but alas the specific profile is set to "use global settings" and global settings is set to "use application"
And application is set to off.
The more I read about this, the more I am seeing that the game purposely has some kind of mechanism not to stress the GPU unless necessary and tries to keep the game between a 40-70fps band...
I mean get put the 1070 GPU back in and try it on the 445.87 Nvidia driver.
That said, something in definately not right. It just looks like the 2080Ti is being limited to 60fps with Vsync. Unless its jsut coincident that all fps average is 60... are you sure vsync is not enabled in on the 2080Ti driver or in a game profile or something?
My results with a 1080Ti, all setting and resolution are the same though driver and system is slightly different. I would expect your 2080Ti to hit ~140-180fps in the average frames

Mmm this also true Skeet. Benches at my monitors res actually yield similarresults as if they were at 1920 x 1200...
