Windows 10 Version 2004 - EVERYTHING stuttering

I just don't understand how this happened the moment I was forced off of Version 1909 and onto 2004. What could have caused it?!? It's doing my nut in, and QPR currently losing to bloody Barnsley is not helping whatsoever
 
Just tried to play siege with the issue and I'm getting this warning:

FPS or Update rate icon appears when your frame rate is dropping or is unstable and the number of packets sent by your game client to the server is not high enough. You might experience hits being rejected by the game server and abnormal induced latency (this latency is induced by the game server to prevent other players from seeing your character stuttering). You could also experience rubber banding when the icon is red."

Nothing in Task Manager to suggest anything wrong, temps are all fine, nothing working overtime whatsoever.
Are you aware of anyway I can downgrade to V.1909 now that I've reset my pc inbetween? I can no longer do it through the menus unfortuantely :(
 
Think I may have solved it - for now anyway. I've managed to get an hour of PC usage without it stuttering so far.
I think it may have been a chipset driver that was causing it. I'd completely forgotten about the drivers for that, and i was using an ancient one.

A little thing I have a question on. I updated to Bios F31 when you suggested I do it earlier from here: https://www.gigabyte.com/uk/Motherboard/X470-AORUS-ULTRA-GAMING-rev-10/support#support-dl-bios
The only reason I didn't download a newer one was because of all the red writing that's telling me to install all the older ones first. However I've just noticed F51 doesn't have any of the writing. Can I bypass 40-50 and go straight to 51 you rekcon?

F40 says - 2. Before update BIOS to F40, you have to install EC FW Update Tool (B19.0517.1 or later version) to avoid 4DIMM DDR incompatibility on 3rd Gen AMD Ryzen™ CPU

I would install this EC FW update tool first, then update to F40 first if you are on F31. Then after that it appears you should be alright to go to F51.

Get this and run it so simple to use.
LatencyMon install and reset pc then run.
It will tell you what is causing the stuttering.

I just checked out this application, I'm going to admit I never even knew existed. :) Will look at this next time I know a system is having issues like this. But I can say this is a first in 20 years where I come across a system stutter.

I watched a video about that when trying to find a solution for the issue - but I'm not sure it would have come out with an answer of "Your chipset driver is out of date" would it?
