Wiping a HDD without re-installing windows?

Is the above possible?

Got a friend who is selling her laptop. She wants me to delete all her data but leave Windows installed. Only problem is that she doesn't have the Windows disk.

Is it possible to Format that hard drive but leave the OS on it?

Does it not have a recovery partition?

Create new user account. Remove old user account.

Uninstall programs. Run ccleaner free space wiper

Full format and clean install is the only way to get rid of all personal data.
