What about work crepes?

Worked with a guy once who fancied himself as management would always come upto people and say "<insert managers name> asked me to get you to do X" which was usually something he'd dreamed up - utter waste of time as most of us had caught on early on he was doing it and then had to bounce it off the manager in question to double check.

Won't hold it against health and safety creeps though - way too many people are too lazy and/or stupid to adhere to basic health and safety protocols and sadly its often not them that fall foul of it and end up hurt or worse.
 
Sounds like this creep doesn't have enough work to do, can't you pile some more work on him, (not literally a heavy filing cabinet :D ) but enough to keep him out the way. Alternatively can't you have a whip round to get him on a flight to war torn country to set up a satellite office in a mine field somewhere.
 
We have a woman like this at my place who was given the job at the "Site Manager" a few months back. What this means is she is responsible for the site (making sure her sub-ordinates lock-up, fix breakdowns etc) but she thinks she is employee watcher as well.

In her first week she sent a cruddy e-mail to everyone because she saw a couple of empty sachets of the sugar provided to the meeting rooms in one of the staff kitchens (we all have tea funds but clearly one team ran out of sugar so took around 3p worth of sugar from a meeting room so they could make a round of teas) and she thought this was worthy of sending everyone a warning about how serious "theft" is and how she would be reporting anyone caught taking sachets to HR.

A month or two later she tried to complain to my line manager (who is a lot more senior than her by the way) because on her way into work she saw one of our guys (bin men) smoking on the job. My bosses reply was priceless...

Her: I've just see one of your guys smoking whilst emptying bins

Boss: A cigarette?

Her: Yes, it looks really bad on us

Boss: Was he outside?

Her: Yes why?

Boss: Then he's allowed to, end of.


Since then she's not made any complaints to our department. :D
