I suppose it's just one of the problems you have when you start actually manufacturing a couple of months before release so you have stock.
It's a bit pants for day one buyers of either console. XO seems to be limited to very basic functionality without the update (i.e not even play games) and whilst PS4 will play games it can't play Blu-ray, do multiplayer and a bunch of other stuff.
I suppose it's a sign of the times that companies assume day one enthusiasts will have internet connections although you'd have thought they would be offering an obvious way to order a DVD or USB stick to do the updates the old fashioned way if needed.
Something I suspect we'll get used to, we see it with everything from Chrome to Windows now, there is assumption that all software is becoming open to incremental updates via the internet constantly rather than the old style of finish it, ship it and maybe get one big update a year. Good for users most of the time as we get a constant flow of new features and optimisations, sucks if you have limited or no connection though.
