I'm currently synced at 12327 / 1351 with fastpath and a 3dB profile (real speed 1250kB/s \ 130kB/s) Think it'swoth me trying Upload+? Do I ask for Annex M to be enabled if I do?

Yes, you would need to ask for annex m. Ask yourself whether you want more upload than that, at the cost of some download speed.
