That`s because the Escort vehicle had left already....there were 3 loads and one escort vehicle and that`s hopeless, motorists don't know what to do and the wagon driver doesn't want to stop-start with that load. Gwent Police used to escort all abnormal loads up this hill and onto the Motorway but now they charge for the service.
