Nothing that guy said sounded too unreasonable to me. He's talking about his personal experience of black people. If they've mostly been negative experiences then it's no wonder that he's formed a bad opinion of them in general.

I live in Croydon. My experience of black people has, on the whole, been pretty poor. I'll give everyone the benefit of the doubt when I meet them but I'm definitely uneasy around black people as a result of my personal experiences. Does that make me racist? I don't think so.

Discrediting someone for being black is racist though.

We use lynched all the time where whenever some politician or other person is a made a scape goat.
