Looks like the whole operation was a bit of a shambles really, the point of the escort vehicle(s) surely is to provide visible advanced warning, to get other roads users stop, move over and make space for the approaching convoy to pass through safely and unhindered. Instead he just blocks a junction for a bit, doesn't stop approaching traffic (although granted, probably doesn't have the powers to either) and leaves drivers having to figure out what they need to do themselves. Obviously common sense should play its role but it's a little unreasonable to expect people to know what to do when faced with an abnormal load like that.

Maybe next time they'll just pay the police for the job and it'll be done properly.
