Capone was of average intelligence (IQ ~95) and definitely not a moron. However, it's true that he suffered from untreated syphilis; he also had gonorrhea, and a chronic cocaine addiction.
Capone's mental deterioration began around 1932, when he was incarcerated at Alcatraz. The cause was neurosyphilis, which reduced him to a mental age of 12 by 1946.
