Seems a bit excessive for dispersing crowds. Like Johninho says, I can't see how it's harmless. How can it heat the skin to 50° and not cause burning? How is the heat generated?

this system has been around for years,
giving a "public" demo isn't going to raise any eyebrows

Unless you have poor limbs and brain coordination then it might actually cause a harm. When somethign as hot as 50degrees heats the skin, the first response will be an involuntary action to stop it or get rid of the feeling via moving muscles - docking, moving away, running etc.

This things have been in the development since the 60s iirc. Im sure this works well.

What's the explanation behind the tech? With my limited knowledge I'm probably wrong, but it sounds to me like using a microwave with the door open.

It would be quicker and cheaper just to drive the Hum Vee flat out towards the crowd. If that don't dispurse them nothing will.
 
When my bro was in Iraq, he said the americans used "thermic" grenades, apparently they heat up the area by 50 degrees, apparently they threw them in at 3 or 4 at a time and that it was very effective.

It looks like a directional RADAR dish - and as you may know, they use microwaves.

Thermite grenade maybe?

They are used to destroy equipment mainly.
