The current ST has a bog standard 5 cyl Volvo Turbo unit, badged as a Duratec. The ST170 has a 4cyl Zetec block with a Duratec head and some other strange stuff added everywhere (new internals, variable manifolds etc).
The cost to develop the old ST and RS engines meant that Ford went for an off the shelf engine for the new ST.
