I can only assume it wasn't brake as that would make it a slamdunk penalty, brake checking is the worst thing you can do in motorsport. If the telemetry showed it they would have to punish.

Incompetency isn't new to F1 stewards though.

I highly doubt it's brake checking, why would he brake check Lewis? He might have slowed and moved right to let Lewis pass and not get DRS as Alonso just came out from the pits.
