No offense, but your mother is rather (metaphorically) short sighted. Where exactly does she think the government get the money from, the big magic money tree or from tax payers pockets?
 
But he is paying rent!? and also is saving for his own place or may even buy it if he likes it enough, i think some people are only seeing what they want to see.
 
I find it pathetic the council just offer this cash without actually testing the water first

council:"how about we build you a new one and even given you a few quid to tart it up"

not like the OP is having to move to the other side of the world, get a new job or similar. It's a sorry admitance to the state of our governing bodies when they hand out cash before even seeding their target audience.

These housing associations make big big money. They probably scored a multi-million pound deal with the council to acquire you as their tenants. The £5000 compensation is nothing to them. The council probably wanted to keep up its "redevelopment" statistics as well so selected your current home for demolishment.

more in need != more deserving

to be fair, from all the bloody witchhunting that's gone on in this thread and wbd feeling he needs to justify himself, it's apparent that he's got his head screwed on and he plans on doing something sensible with his money - sounds a damn sight more deserving than some homeless person who, chances are equal that, they put themselves there and are doing nothing but waiting for handouts to get them out of their bind.
