Will the wall writing is already in the game its just part of the level design to have messages written about the place. When you listen to the commentary mode they said its supposed to give an impression that there were other survivors and your possibly visiting somewhere that they previously were.
Soem of them are funny, some make you wonder what became of the person writing the message.
Theres even a whiteboard on one of the maps signed by all the game designers

Its added during the map making, its a .vtf texture. These can be made easily in AdobePhotoshop etc:
Just knocked these walls and bumpy ground up in Source SDK to show you a quick example.
You pick your font (Spray looking) then save it as a .vtf with alpha
