To be fair to them they at least have an excuse, high winds + massive tree weighing a hell of a lot and balanced on a very small base is not really a great mix and I imagine having robes etc to make it anywhere near stable probably ruin the look to.
No they don't. Church near me always has a real tree.
Steel tube buried in concrete, tree goes in hole, bolted in.
End of season they pop a flower pot on it, job done.
One year the local yobs broke the decorations, apparently someone then punched a few faces in, no problems since
