What a crock. She flounced the law and got away with 2 major crimes. (relatively speaking) leaving the scene of an accident without providing insurance and contact details and driving a motor vehicle whilst on the phone

Should have thrown the book at her and made an example out of her

What she is guilty of, and what the CPS can prove, are two completely different things. I assume the CPS felt that proving the phone charge would be impossible: if she had only just set off, or parked soon after then the phone log wouldn't help, so it's one person's word against another's.

I am not sure what you would need to be comparing her two offences with to call talking on a mobile while driving a major crime.
