Indeed, If AMD won that benchmark. Regardless of CPU usage. Aslong as the same test conditions were observed on all machines in the test. The results should stand.

But under the same conditions. The handbrake test should also be included.

Aswell as any other tests done. There's no point doing these tests if everytime it's done you scrap the results based on CPU usage because both chips are dealing with the same test!
 
I don't see the point in running a test unless all cores are 100 %

unless they are then the test is flawed as the PC is not working flat out

I think I have tweaked hanbrake to use all 100% now

the only way to get hanbrake to use 100% usage is to put the quality up to 100%

No its not

When I import a Home movie MP4 sony AVC file into handbrake I get 100% usage constant.

Import the silver sufer video and I get fluctuations of 95-97 %

So the source file is the key not the quality slide
 
Is it possibly down to the source? As in the Hard drive? SSD vs SD source VS standard hard drive?

No both files are from the same HDD

I have a sony HD 1080p camera and does this encoding all the time.

The file when I import it into handbarake and convert it to MKV is flat out at 100% cpu usage.
