Basically 3 months ago a guy started here in the support desk.

To cut a long story short as I have work I need to get on, he is useless, and everyone has seen it, he is a complete slacker, and as he sits by me, im the only person who sees what he actually "gets up to" during the working day.

I would say that

"40%" of his time is spent on MSN chatting to his friend outside of work - We have MSN as a work tool to communicate with onsite and remote collegues

"30%" of his time is either sat there twiddling his thumbs or browsing non-related websites

"30%" doing work

Not only this, but he has no urgency to deal with customers, to chase up tickets, to call customers back, to reply to customer support e-mails and is practically useless.

3 of my collegues have already made a complaint to management, also myself, I have also noted what I see him getting up to on the screen during the day as no one else can.

Last week he was called in to a disaplinary hearing and got a telling off, since then, nothing has changed, every day I see him since I still see no change, still there is no urgency, there is plenty of work to be done, and his ticket queue is full to the brim with work that could be done whilst everyone else is working there arse off.

I still see him browsing the web, and talking to his mate on MSN which is taking up most of his day.

What do I do? send another e-mail to management?

email? No, talk to management face to face, no point in you getting stressed/overworked because of some lazy slacker, life's too short to worry about offending people either.

suggest implementing Office Communicator, whats what I did :)

We have just done this ;)

however we havnt fully rolled over to it yet, so certain people are still using MSN.

However, no MSN, whats the next thing to do? web browsing.

Send another email to management, more importantly have words with his supervisor and have they not got workstation monitoring software.

look at the IT policy over using IM and web stuff... sounds like not much implementation of strategy and enforcement of IT rules to be honest :)

Personally I wouldn't do anything. Your not his manager, you've already said something.

Just make sure your doing your share of the work then at the end of the month/week when they ask why there's tickets not done. You can all show how many you;ve completed.

It's management's problem, and if you work for a large organisation (which you do judging by the fact you have an internal IT department and a service desk) then disciplinary action is the correct step and he's obviously not just getting off lightly. If you work for public sector it's even harder to 'remove' employees, you have to build and justify a case so you don't potentially get your ass handed to you by unions or employment tribunal. He'll likely be on probation if he's only been there 3 months so they will probably politely suggest he leaves at the end of his probation. So long as he's helping meet KPIs/SLAs and isn't causing significant detriment to your team or workload then nothing much more will be done within such a short space of time.
