How would you approach this? (Neighbour keeping me up by putting his tumble dryer on at 2AM)

I can see why the person wants to ask for advise so he has good responces to any answers of no. But I think if you started quote EU laws etc they are only going to get annoyed etc and it will make things more difficult.
I would talk to the person and mabey have a dictaphone in the pocket to record anything that is said so if you have to take future steps you have evidence of a former conversation as im sure that most processed with council etc will ask for you to have spoken to them first.
say what you have to then walk away if it does not progress.

I was guilty of this when I moved into my new flat. I wasn't used to having people below me and always did my washing at around 1am forgetting it would be disturbing the people below. The guy downstairs just asked if I could do it a few hours earlier - problem solved. Just nip round and explain.

Was sitting in my room and I heard screaming and shouting then bang bang smash. Went outside and just caught one of the cars going off. Had to run inside gripped my keys, in the car and wheelspun out the street but by the time I got to the end of the street they were gone

This is what I'm thinking too.
He's probably just trying to save money on his electric bill and good on him.
I doubt he even realises you are sleeping next door to it.
I think you need to go round and come to some sort of arrangement.
Maybe he can put it on for the last hour that his cheap electric lasts?
Hopefully that'll be around 7 or 8 in the morning.. WIN WIN
To be honest I think I'm going to leave it a while, i missed my chance, now they have their car and house dun over. They probably ain't going to be in the mood someone moaning about the dryer. The recovery truck has just turned up to take there car away

Halloween prank or specific targetting of people for antisocial behaviour?
Defenatly a targeted attack if you ask me. No one just goes smashing someones car windows and house windows for nothing. I think her and the police knew who it was.
