Through fear of being taken over, not through anything as grand as stopping the holocaust.
The Ivory Coast is looking at international sanctions because of the way its President assumed power within that nation. Also, the recent Wikileaks release of American diplomatic documents show that it is common currency among the West to base relations and diplomatic efforts on the state of internal humanitarian or political affairs within a country.
The latter example may not be the overriding factor of diplomatic exchange, but it and the preceding example does show that it is the accepted norm internationally that certain basic values can carry over between cultures.
